After diving underwater, turn around and look for the opening. The tunnel itself will lead to a small cave, with a box containing a mountain of namazu legends. Turn it on to earn your rewards and swim quickly back to the water as your character may be breathless by now.
This is how you get the Namazu legendary mount in the Assassin's Creed Shadow. You can equip them with the stock screen and then ride them as you explore.
Namazu's speed and animation are the same as other horses in the game, but their appearance is indeed unique. They have fish scales on their bodies, even similar to the beards of catfish. It's cool considering you found them near a Cat Island with a fishing village.
