Where to find Ise sadame and Messenger in Assassin's Creed Shadow – the Fool Guide
Ise Sadata and Messenger are both part of a longer arc and you need to hunt down fools, one of the members of Shinbakufu. You must encounter NPCs in the outskirts of Kyoto, albeit in the opposite direction. You can see where they are located in the map below:

The first level of business is to find Ise Sadata. He is located in a region called Ogura Pond in southeast Kyoto. Once you have marked the Ogura Pond Quick Travel Spot, head north to Byodoin Temple and chat with Sadata.
